Abstrac

The district of Pataz, located in the La Libertad Region of Peru, continues to face persistent gaps in healthcare, education, connectivity, and environmental sustainability, despite having a relatively high per capita income compared with other rural areas, supported by mining and agricultural activities. However, income varies significantly across localities, widening internal inequalities within the district. 

In response, local stakeholders have adopted a governance strategy based on science, technology, and innovation, drawing on the Missions approach. This approach was adopted to facilitate co-creation with local stakeholders, endorsed by the community, and institutionalized by the Municipal Government through the district’s 2022-2030 Concerted Local Development Plan. The plan includes Roadmaps with indicators (KPI) and objectives (OKR) that make it possible to measure the territory’s collaborative progress. 

To monitor implementation, the first Pataz District Missions Observatory was designed and co-created, representing a pioneering model in Peru. The observatory brings together 130 KPI and 49 OKR distributed across seven missions. The observatory was developed through a collaborative process involving more than 100 public, private, and community stakeholders engaged in addressing local challenges and promoting the district’s development. 

This tool provides stakeholder-validated information collected from those responsible for the respective data, supporting decision-making and strengthening inter-institutional coordination for territorial development. The Pataz case represents a pioneering experience in social innovation through the application of a missions-based strategy in rural areas of Peru.
